Tom Neff, CPA Tax Stockholder tneff@rina.com  Tom joined RINA in March 2002 and is a Tax Stockholder and head of the Oakland office. Originally from New Jersey, he received his Bachelor of Science degree from the University of Dayton, OH in 1986. He worked the next five years with a large Wall Street law firm and 4 years after that with a CPA firm in New York and the Virgin Islands before relocating with his wife and children to San Francisco. Experience Tom has gained valuable experience in all areas of taxation with an emphasis in International Tax. His experience includes: tax return preparation and planning for non-resident aliens and expatriates, including income sourcing and mitigation of withholding taxes, foreign activities of U.S. taxpayers including the use of DISCs, choice of entity, and foreign tax credit utilization, choice of entity considerations (foreign joint ventures, dual-status entities, and foreign branches, Controlled Foreign Corporation (CFC), Foreign Personal Holding Company, and Passive Foreign Investment Company (PFIC) compliance and planning, and Transfer Pricing.
